December 9, 2025An Individual Identification Number is a unique digital code assigned to an individual upon their initial application to the state registration authorities. In essence, the Individual Identification Number is similar to such systems as the INN in the Russian Federation or the TIN in the United States of America.
It is important to emphasize that obtaining an Individual Identification Number does not create tax or other financial obligations. The mere fact of having an Individual Identification Number does not indicate the status of a tax resident or a taxable entity. It is only an identification tool for governmental and commercial structures.
Where and how to obtain an Individual Identification Number?
The Individual Identification Number is issued at the Public Service Center (PSC). The procedure is maximally simplified and does not require significant time. To receive an Individual Identification Number, you must provide:
- a valid foreign passport;
- an application in the prescribed form (to be completed on-site).
The Individual Identification Number is assigned within one business day and is issued in paper form. If the document containing the number is lost, it does not need to be restored, since the number itself remains assigned to the applicant in the registry. It is recommended to save the number in digital or printed form for further use.
Updating information in the Individual Identification Number database
The Republic of Kazakhstan does not recognize dual citizenship if there are several nationalities or passport data changes. However, if you have multiple passports or change your citizenship, an individual has the right to update the information contained in the Individual Identification Number database.
Information is also updated through the PSC on the basis of the following documents:
- a new passport;
- a document confirming the change of citizenship or personal data;
- the previously issued Individual Identification Number (if available).
Information correction usually takes from 3 to 14 calendar days. At the same time, the previously assigned Individual Identification Number remains unchanged and continues to be valid on an ongoing basis, regardless of changes in the applicant’s status.
The importance of the Individual Identification Number in the legal and economic system of Kazakhstan
The Individual Identification Number is a mandatory identifier when performing the following actions:
- registration of a legal entity (for example, an LLP);
- registration of a temporary residence permit;
- opening bank accounts;
- conclusion of employment and civil-law contracts;
- receiving medical care, participating in government programs, and performing other administrative procedures.
The relevance and accuracy of the data associated with the Individual Identification Number directly affect access to public and private services. Therefore, it is recommended to update information promptly when personal data or legal status changes.
