A Business Identification Number is a unique twelve-digit numeric code assigned to legal entities and individual entrepreneurs when they register with government agencies. The number is generated according to a specific algorithm and contains information about the date of registration, the taxpayer category, and the code of the registering authority.
The BIN is used as an identifier in the following cases:
- tax registration and fulfillment of fiscal obligations;
- filing accounting and tax reports;
- conclusion of agreements and contracts;
- registration in state registers;
- registration of licenses, permits, and other administrative procedures.
Why do foreign citizens and companies need a BIN?
For foreign individuals and legal entities intending to conduct business activities or fulfill tax obligations in Kazakhstan, the presence of a BIN is a mandatory requirement. In particular, it is needed for:
- registration of an LLP or a representative office of a foreign company;
- payment of value added tax (VAT), income tax, and other mandatory payments;
- opening bank accounts and obtaining access to electronic public services;
- conclusion of contracts, participation in tenders, and commercial transactions;
- representing the interests of a foreign company within the territory of the Republic of Kazakhstan.
Without a BIN, the implementation of these actions is legally impossible.
The procedure for obtaining a BIN by foreign persons
Registration of a BIN for foreign citizens and organizations is carried out by the tax authorities of the Republic of Kazakhstan through Public Service Centers (PSCs). To register, it is necessary to provide:
- the company’s founding documents (articles of association, founding agreement);
- the decision to establish a legal entity or a branch/representative office;
- a copy of the passport (for individuals) or a document confirming the representative’s authority;
- a notarized power of attorney, if required.
After the documents are verified and the data is entered into the information system of the tax authorities, the applicant is assigned a BIN. The processing time is usually from 1 to 3 business days.
