Migration status of foreign citizens in the Republic of Kazakhstan: legal grounds and order of stay on June 24, 2025
October 10, 2025Conducting business in the territory of the Republic of Kazakhstan requires mandatory identification of business entities through the assignment of a Business Identification Number (BIN). It is a key tool for interaction with government agencies, financial institutions and counterparties.
What is a BEAN?
A BIN is a unique twelve—digit numeric code assigned to legal entities and individual entrepreneurs when they register with government agencies. The number is generated according to a specific algorithm and contains information about the date of registration, the type of taxpayer and the code of the registering authority.
The BIN is used as an identifier in the following cases:
tax registration and fulfillment of fiscal obligations;
filing accounting and tax reports;
conclusion of agreements and contracts;
registration in state registers;
registration of licenses, permits, and other administrative procedures.
Why do foreign citizens and companies need a BEAN?
For foreign individuals and legal entities intending to carry out business activities or fulfill tax obligations in Kazakhstan, the presence of a BIN is a prerequisite. In particular, it is required for:
registration of an LLP or representative office of a foreign company;
payment of value added tax (VAT), income tax and other mandatory payments;
opening bank accounts, gaining access to electronic public services;
conclusion of contracts, participation in tenders and commercial transactions;
representing the interests of a foreign company in the territory of the Republic of Kazakhstan.
Without BIN, the implementation of these actions will be legally impossible.
The procedure for obtaining BIN by foreign persons
Registration of BIN for foreign citizens and organizations is carried out in the tax authorities of the Republic of Kazakhstan through Public Service Centers (PSCs). For registration, you must provide:
the company’s founding documents (articles of association, founding agreement);
the decision to establish a legal entity or a branch/representative office;
a copy of the passport (for individuals) or a document certifying the representative’s authority;
if necessary, a notarized power of attorney.
After checking the documents and entering the data into the information system of the tax authorities, the applicant is assigned a BIN. The deadline for receipt is usually from 1 to 3 business days.
Legal support services
Matias Law Firm offers a full range of BIN registration services for foreign clients. The company’s specialists carry out:
preparation and verification of documents;
submitting an application to the PSC;
receiving and handing over the finished BIN to the applicant without the need for his personal presence.
Thus, the procedure becomes completely remote and accessible, which is especially important in conditions of high legal burden and territorial remoteness of foreign entrepreneurs.
